BGY's designed plans involve refurbishing a derelict building on Fleet Street and creating a new building that will deliver high-quality, professionally managed student accommodation.

The proposal includes refurbishing the Tipperary Public House, introducing new cultural/public uses, and improving the public realm.

The project aligns with key programs, including the City of London Destination City Programme and the Fleet Street Quarter BID's Era of Change Programme. The sustainable design approach focuses on environmental friendliness and aligns with the City of London's Climate Action Strategy.

The key aspect in the plan is the restoration and reopening of The Tipperary, London's "Oldest Irish Pub," which dates back to 1605. The pub, serving as a City of London staple until its closure in 2020, will be a central element in Dominus's vision for 65 Fleet Street. The licensing application for The Tipperary's reopening was approved in mid-February 2024, reflecting Dominus's commitment to restoring this significant aspect of City heritage and traditional hospitality in the Square Mile.

The proposals include providing new cultural uses at the ground and lower ground levels with active frontages.

The plans prioritise protecting the Grade II-listed Whitefriars Crypt, and discussions with Historic England aim to enhance its visibility by addressing unclear access arrangements and improving its recognition on the blue plaque walking route.

History

Completed in 1989, 65 Fleet Street, once occupied by law firm Freshfields Bruckhaus Deringer, became vacant in 2019. The building comprises a northern section facing Fleet Street with the Tipperary pub, retail spaces, and offices, while the southern part housed Freshfields Bruckhaus Deringer's offices.

The property includes the Grade II listed Whitefriars Crypt, the remains of a Carmelite monastery from the 13th century, in the basement. Although connected at the lower ground level, a semi-enclosed courtyard separates the northern and southern parts of the building. The Historic England Grade II listed remains of Whitefriars Convent at 4 Britton Street were first listed on 4.01.1950 (listed entry no 1359134.)

Tipperary Public House was first Grade II listed on 28.01.1987. List entry number: 1251734.

Planning permission granted in April 2020 for office use was abandoned in 2023 due to pandemic-related pressures and increased office space competition.

2011 - This 225,000 sqft office building was purchased by The Employees Provident Fund (EPF) from Union Investment for £148mil in the beginning of 2011. It was used by the law firm Freshfields Bruckhaus Deringer from since 1989 as its headquarters until 2021. It had a yield of 5.75% at the time. Source: thepropertizer.blogspot.com.
