EC Harris: London Office Development – The Challenge Ahead

Global built asset consultancy EC Harris has released a new report based on a snapshot analysis of commercial office development projects currently being planned for delivery in Central London through to 2020.

The report warns that many of the developments are in a precarious position with projects struggling to attract pre-let tenants and external funding which could see 50% never even reaching the construction site.
There are currently over 150 projects lined up which could deliver a potential 53 million square foot of gross office floor area by 2016.

Richard Taylor, Head of Commercial Development at EC Harris and author of the report said: “On paper, the development pipeline for London offices shows massive potential and investment. However, in reality the market is very different, with a large number of these projects unlikely to be delivered as they struggle to find pre-lets and external funding. To stand a chance for success, projects need to differentiate and create a significant market advantage if they are to maximise their chances of completion.”

Construction starts on 25 Churchill Place

Canary Wharf Group plc (“Canary Wharf Group”) has commenced construction of 25 Churchill Place at Canary Wharf, central London, which is to be the new office headquarters of the European Medicines Agency.

Two cranes have been erected and the slip formed concrete core will soon start to appear on the Canary Wharf skyline. This 20 storey 500,000 sq. ft. building will provide the local economy and construction supply chain with thousands of much needed jobs.

Contracts for the building’s construction have been awarded to Byrne Bros, one of the UK’s premier concrete contractors, who will provide the building’s concrete and to Kone, who will install the elevators, including environmentally friendly lift motors that store and re-use energy elsewhere in the building. The cladding will be supplied and installed by Seele.

Contracts to be awarded later this year include structural steel and mechanical and electrical packages. The architects are Kohn Pedersen Fox Associates. Construction of the shell, core and fit out is being undertaken by Canary Wharf Contractors Limited, a wholly owned subsidiary of Canary Wharf Group.

The building is set for completion in late 2014 and is symbolic, as it is the last office site on the original Canary Wharf masterplan to be developed. The building sits adjacent to Wood Wharf, a 4.6m sq. ft. mixed-use future development site, of which Canary Wharf Group purchased control from its former joint venture partners last month for a combined £90m.

In August last year it was announced 250,000 sq ft of the building has been pre-let to the European Medicines Agency. The balance of the space will be marketed by Canary Wharf Group as construction progresses and the supply of grade A office space in central London continues to tighten. In accordance with Canary Wharf Group’s development strategy, the building’s substructure has already been completed.

In December last year Canary Wharf Group secured a £190m development and investment loan facility for the development of 25 Churchill Place. The facility was secured from a syndicate of banks consisting of Barclays Bank PLC, Deutsche Pfandbriefbank AG, Lloyds TSB and The Royal Bank of Scotland PLC; with Barclays also acting as coordinator, agent and security trustee.

John Pagano, Managing Director of Development at Canary Wharf Group said: “25 Churchill Place will provide a major boost to the local economy, in terms of jobs and contracts and retaining yet another world-class organisation in central London.”

EMA will occupy the promenade, ground and first nine office floors of the building at an agreed rent of £46.50 per sq ft commencing on 1 January 2015 with five-yearly upwards-only rent reviews. The length of the lease is 25 years with no breaks and EMA has options to take an additional four floors of around 27,500 sq ft each.

25 Churchill Place will be one of the most environment-friendly buildings at Canary Wharf to date. Environmental features will deliver an expected ‘excellent’ BREEAM environment performance rating and an Energy Performance Certificate (EPC) rating of 40 or better. Features include the latest ultra-efficient air-conditioning equipment that recycles the energy from exhaust air and photo voltaic cells to generate energy from the sun’s rays.

One Hyde Park’s final retail unit for sale

International real estate advisor Savills, on behalf of Project Grande (Guernsey) Ltd, is set to launch the final retail unit at One Hyde Park residential development let to the first UK premises of Abu Dhabi Islamic Bank.

Offers are invited for the virtual freehold in the luxury retail store for in excess of £21 million, reflecting a net initial yield of 3.60% rising to a predicted 4.35% and 4.99% with indexed reviews. The property is let for a further 14 years at a rent of £800,000 per annum.

Paul Cockburn, Director of Savills Central London team, says: “We are expecting strong interest in this asset given the excellent covenant, long occupational lease and reviews geared to indexation. These are the exact characteristics investors are looking for now in uncertain economic times.”

5 Broadgate update

British Land and Blackstone have announced that they have satisfied the remaining outstanding conditions on the agreement with UBS AG to pre-let 5 Broadgate and now that the agreement is unconditional development of the new 700,000 sq ft building will proceed.

Demolition of the existing 4 Broadgate & 6 Broadgate buildings is well underway and will be completed in April, with delivery of the new bespoke building on schedule for Q4 2014.

UBS will lease the entire building for an average of 18.2 years to first break at an initial rent of £54.50 per sq ft subject to annual increases in line with RPI (within a range of 0-4% per annum). UBS will be given a rent free period of 18 months.

As part of the agreement, UBS has also deferred exercising lease break options on 755,000 sq ft of existing space which they currently occupy at Broadgate (comprising 1-2 Finsbury Avenue, 8-10 Broadgate and 100 Liverpool Street) until 18-36 months following practical completion, to allow the new building to be fitted out. The earliest date that UBS can break the leases is towards the end of Q2 2016. Deferring the lease breaks will ensure that the Joint Venture receives a further £74 million of rent, approximately £32 million of this was agreed by UBS on signing of the conditional agreement in 2010, as part of a package of negotiated lease amendments.

Tim Roberts, Head of Offices for British Land, said: “This is another significant milestone in the development of the new UBS building at 5 Broadgate and a real boost for the City. The Broadgate estate continues to evolve to serve the needs of a range of city occupiers and the 30,000 people based there.”

Olympic Village fit out begins

The Olympic Delivery Authority (ODA) handed over the Olympic Village site to the London Organising Committee of the Olympic and Paralympic Games (LOCOG) yesterday (Friday 27 January). The handover of the Village, on time, marks the start of the huge process to fit-out the new apartments and Village site ready to welcome athletes and officials from around the world in six months’ time.

The Olympic Village will be able to house up to 16,000 thousand athletes and team officials during the Olympic Games and 6,200 thousand athletes and team officials plus 1000 referees and umpires during the Paralympic Games, all from 200 countries around the world. The fit-out and overlay work now underway to get the Village ready for the Games includes:

• Installing 16,000 beds, 64,000 bed sheets and 21,000 pillows
• 9,000 wardrobes and more than 170,000 coat hangers
• 11,000 sofas, 5,000 bins and 5,000 toilet brushes
• Equipping each apartment with a television and wi-fi services
• Constructing the temporary 24-hour main dining facility with 5,000 seats, as well the Village Plaza Café and ‘Grab-and-go’ carts – the Village will provide the largest peacetime catering operation in the world with up to 60,000 meals served daily
• Sustainably sourced food from around the world will be available including 25,000 loaves of bread, 232 tonnes of potatoes, 75,000 litres of milk and more than 330 tonnes of fruit and vegetables
• Building the Olympic Village Plaza – the main ‘social hub’ of the Village with essential shops and services for athletes and guests including a café, general store, bank, beauty & grooming salon, internet lounge, London 2012 shop and entertainment centre
• Constructing the Welcome Centre, the initial arrival point for athletes and officials to be officially accredited for the London 2012 Games
• Installing exercise equipment to create a state-of-the art athlete gym in Chobham Academy
